Tribal Council members make up the Legislature of the Tribal Government. According to the Tribal Constitution (Article IV-Tribal Council), 4 of the 9 members of the Council shall be elected by the registered voters of the Tribe who reside in the following counties in the state of Michigan: Kent, Lake, Manistee, Mason, Muskegon, Newago, Oceana, Ottawa and Wexford. 4 of the 9 shall be elected by all of the registered voters of the Tribe residing outside of the 9 county district, defined in subsection 2(b)(1) of this section,  and 1 of the 9 shall be elected by the registered voters of the Tribe regardless of residency.

Tribal Council members shall serve four year terms. One Council member is chosen by the full Council to serve as Speaker and one Council member is chosen by the full Council to serve as Recorder.
